Council of Opinions, known among fans as Team Council, is the dominant alliance on Pinoy Big Brother: Connect that consisted of Alyssa Exala, Andrea Abaya, Jie-Ann Armero, Justin Dizon, and Mika Pajares.

Formation[]
The alliance was formed on Day 7 after an open forum took place in the house. While having a conversation at the dining table, Alyssa Exala came up with the name, Council of Opinions, and the 5-member clique was created.
Dominance[]
Since Pinoy Big Brother prohibits influencing and name-dropping regarding who to nominate, the alliance did not function similarly to how a typical alliance works in its foreign counterparts. However, that limitation did not hinder them from dominating the season and becoming a prominent force in the competition. Team Council members were often unanimous with their nomination targets throughout the season, despite having no explicit conversation about it.
After Week 5, Aizyl Tandugon and Ella Cayabyab became the Council's main targets for nominations, and also by the rest of the house.
The Council's dominance reached its peak on Weeks 7 and 8, during the Supercharged HOH twist. On Week 7, Alyssa Exala became HOH alongside Ella Cayabyab. Nevertheless, Alyssa was able to defend his HOH title after winning two Supercharged Challenges while Ella was dethroned and replaced by Chico Alicaya. As Supercharged HOHs, they had the sole power to nominate four housemates, two from each HOH. The alliance's loyalties became clear when Alyssa spared Andrea and Jie-Ann from the nominations. However, she made a surprising move when she nominated Haira, with the latter being shocked by such a move from Alyssa. On Week 8, with the supercharged twist still in effect, Alyssa managed to veto Andrea and Jie-Ann from nominations, leaving Aizyl and Ella up for eviction.
On Week 10, Alyssa was evicted in a double eviction, leaving Andrea and Jie-Ann as the remaining council members. The two housemates managed to avoid further nominations, and upon reaching Week 13, Andrea and Jie-Ann both claimed their respective Big Four slots after winning the Karapatdapat Challenges (Eng. "Deserving Challenges"). After successfully defending their Big Four spots from the challengers, Jie-Ann, Andrea, alongside the alliance's original affiliates, Kobie, managed to reach the Big Night finale.
At the Big Night finale, Jie-Ann placed in 4th while Andrea landed in a runner-up finish, only to be defeated by Liofer Pinatacan by a narrow 4% vote margin.
Viewer Reception[]
Although a dominant power throughout the season, the alliance, in general, received negative reception from the Filipino public, giving it controversial notoriety. Despite its members winning HOHs, safety, and power advantages, the viewers remained successful in evicting three of its members and two of its main affiliates.
The viewers often accused the Council's members for gossiping and backstabbing non-council members, mainly Aizyl and Ella, who were the council's main targets in the house. Ella and Aizyl's fans also accused the alliance of ostracizing the two housemates, worsening the viewers' perception of the alliance.
However, despite receiving backlash, Team Council still gained a large number of supporters who were able to defend the members on social media, and through the voting. During the season's run, Team Council's fans got into a rivalry with Ella's fan base due to the controversial circumstances that occurred in the competition.
